Ask for the written agreement before asking whether the hours work. A licensed Pennsylvania center's agreement with the parent has to state the child's arrival and departure times, the fee per day or per week, the date the fee is paid, and the persons designated by a parent to whom the child may be released (Pennsylvania Code § 3270.123). Those lines answer the changing-hours question; an advertised opening time does not. What decides it is the close rather than the open: Bright Horizons at University City in Philadelphia publishes 6:30 AM to 6:00 PM, Monday to Friday (center page), an eleven-and-a-half-hour day that still ends at a fixed minute.
Get these items in writing
Bring the written agreement into the first conversation instead of negotiating against a policy you have not read. Pennsylvania's rule lists what the agreement has to contain, and the parent keeps the original while the facility keeps a copy (Pennsylvania Code § 3270.123). ChildCare.gov describes the same package from the family's side, listing costs, payment and fees including late fees, hours of operation, program schedule and closures, and authorized adults (Your Responsibilities Once You Find Care).

| What to get in writing | Where the requirement comes from | What to ask |
|---|---|---|
| Arrival and departure times | Required in the Pennsylvania agreement | "Which arrival and departure times go on our agreement, and how do we change them?" |
| Fee per day or per week, and the date it is paid | Required in the Pennsylvania agreement | "What is the rate for three days one week and five the next?" |
| Persons designated for release | Required in the Pennsylvania agreement | "How do I add a name, and how long does it take to take effect?" |
| Hours of operation, schedule and closures | Listed by ChildCare.gov as contract content | "Which days are you closed, and is payment due for them?" |
| Late fees | Listed by ChildCare.gov as contract content | "What is the late charge, from which minute, and where is it written?" |
Write your own hours next to theirs before the meeting. Mark each one confirmed, typical or uncertain, including the ride. A 5:00 pm finish with a 40-minute ride is a 5:40 pm arrival, and that is the number the provider needs, not the shift end.
Ask what happens when the shift runs past the close
The late-finish answer has two parts, and most conversations only cover the first. Part one is the fee and the phone number. Part two is who else is allowed to walk in and collect, because Pennsylvania's rule says a child "shall be released only to the child's parent or to an individual designated in writing by the enrolling parent" (section 3270.117 of Title 55 of the Pennsylvania Code).
The same section allows an oral designation in an emergency when the person's identity can be verified, and then requires the center to log the parent's name, the date and time of the request, the name of the person receiving the child, the staff member who took the call, and the staff member who released the child (Pennsylvania Code § 3270.117). Five entries, in the ten minutes before closing. Treat that as the fallback and add the names in writing this week instead, which is where a backup contact plan starts.
When the answer to variable days is no, write down no. An unavailable arrangement does not become flexible because the alternative is inconvenient, and the honest version of that row is what makes asking for more predictable hours a specific request rather than a complaint.
An example: a 5:00 pm finish against a 6:00 pm close
The example uses a published close. The center closes at 6:00 pm (center page). The shift ends at 5:00 pm and the ride takes 40 minutes, so a normal day lands at 5:40 pm with 20 minutes to spare. A 25-minute overrun lands at 6:05 pm, after the close, and a 20-minute traffic delay lands right at the 6:00 pm close.
So the useful question is not "do you have late pickup?" It is "how often can we arrive at 5:55 pm, what is the charge after 6:00, and which two names can collect if I am still on the floor?" Then check the answers against the written agreement rather than against what was said at the desk.
Keep the changed week in one channel and confirm it through the provider's normal one. When a shift moves with less than a day's notice, the order of calls is in what to check when a shift changes at the last minute.
Write this and send it to the provider: "Our agreement says arrival 7:15 am and departure 5:40 pm, Monday to Friday. Please add Dana as a designated person for release, and send me the late charge that applies after the 6:00 pm close."
